Rolling Blackouts

I have copied the above message from the top page of the Apple Japanese website.

The Japanese government and TEPCO (Tokyo Electric Power Company) are planning to conduct rolling blackouts in the Kanto region starting this morning. This blog site is on a value-domain.com server, which is physically  located in Tokyo and Osaka, but this site is expected to have no effect caused by the temporary power outage.

(17:00) TEPCO made an announcement late last evening that they would conduct rolling blackouts in the Kanto region (Tokyo, Gunma, Tochigi, Ibaraki, Saitama, Chiba, Kanagawa, Yamanashi, and the eastern half of Shizuoka), which was divided into a total of five groups, but they didn’t conduct rolling blackouts this morning as the electricity demand was lower than expected. However, they seem to be planning to carry out temporary power outages in the selected region (Group 5 and Group 2) this evening as the electricity demand increases.
